Constitutional law expert Nilambar Acharya said as the incumbent government was formed as per the transitional provision of the constitution Article 100 would not be active at the moment. There is the provision of the formation of Council of Ministers under the transitional provision in Article 298 of the Constitution.

Narayan Man Bijukchhe accuses India of trying to topple government

A veteran Communist leader and Peasants Party Chairman Narayan Man Bijukchhe said the incumbent government was being toppled to meet interests of India. Speaking with journalists in Bhaktapur today, Bijukchhe said Nepali Congress President Sher Bahadur Deuba and CPN Maoist Centre Chairman Pushpa Kamal Dahal were interested to topple the CPN-UML Chairman KP Sharma Oli-led government after India directed them for the same. Bijukchhe said that India wanted to topple the Oli government which was planning to ensure an early visit of Chinese President Xi Jinping. Xi’s visit could be a significant achievement for Nepal, he said. “If the new government would not move ahead toward implementing various agreements signed with China, it could be disastrous for Nepal,” warned Bijukchhe.

Massive Flood in Bhotekoshi River

As many as 100 families of the Tatopani area, a major transit point between Nepal and China, have fled their settlements in search of safer locations after the Bhotekoshi river swollen by incessant rainfall caused massive land erosion. According to police, people living near the banks of Bhotekoshi and Sunkoshi rivers are at high risk. The Jure-Tatopani stretch of the Araniko Highway has been obstructed after road sections at various parts were swept away by the flood in the Bhotekoshi river. Locals said the flooded Bhotekoshi river has been massively eroding land in the Khorsanibari area along the Araniko Highway.

Bishnu Prasad Shrestha, a local of Tatopani, said local authorities should take immediate measures to save lives and properties. Armed Police Force (APF) DSP Manoj Thapa said land erosion in Tatopani and Liping due to the swollen river continued on Thursday as well. At least 25 houses were swept away by flash flood in the Bhotekoshi river due to rains since Tuesday night.

PM Kp Sharma Oli Speech

The CPN (Maoist Center) on Tuesday decided to withdraw its support to the KP Sharma Oli-led government. “As the leader of the Parliamentary Party of CPN (Maoist Center), Chairman Pushpa Kamal Dahal has withdrawn the party’s support to the current government,” said a leader of the party, Top Bahadur Rayamajhi. A meeting of the CPN (Maoist Center) Headquarters held yesterday had authorized Dahal to take the decision on whether to continue supporting the current government. In a letter submitted to Prime Minister Oli, Dahal has said that as the current government has shown no interest to implement the 9-point deal signed between CPN-UML and CPN (Maoist Center) and the 3-point gentlemen’s agreement reached between Dahal and Oli, the support to the current government has been withdrawn. With the decision, the party has also recalled the ministers representing the party in the current government.

Maoist priests in KP Sharma Oli government have presented a joint abdication to the PM.

Representative Prime Minister Top Bahadur Rayamajhi presented the renunciation letter to PM Oli at his habitation in Baluwatar today.

Sources said DPM Rayamajhi stayed at Baluwatar for just five minutes. He said he had come to submit abdication letter after gathering’s choice. “We stayed together for nine months friend. I accompanied renunciation letter after the gathering’s choice,” Rayamajhi said.

Accordingly Oli remarked, “Whatever you are doing, this isn’t right.”

Prime Minister KP Sharma Oli on Wednesday met President Bidya Devi Bhandari and informed the latter that he had reshuffled responsibilities of some ministers after Cabinet members from the CPN Maoist Centre resigned.

According to PM’s press advisor Pramod Dahal, the Prime Minister had reached the Sheetal Niwas this evening after approving resignations of eight Maoist ministers.

According to Dahal, Oli has assigned seven senior ministers to look after seven ministries which were led by the Maoist ministers. “He has kept the Ministry of General Administration with himself,” he added.

According to a PM’s Secretariat source, Deputy Prime Minister Duo Bijay Kumar Gachhadar and Bhim Rawal had been given the additional portfolios of Forest and Land Conservation and Home Affairs respectively.

Danger of ISIS targeting Southeast Asia

The Islamic State has published a local language publication to increase its appeal to jihadists in Southeast Asia, according to a report in the Malaysian newspaper Berita Harian cited by the Malay Mail. The publication al-Fatihin — the name is Arabic and means the Conquerors — was launched on June 20, in the holy fasting month of Ramadan, with the tagline: “The newspaper for Malay-speaking migrants in the Islamic State.” The articles, bringing updates from Iraq and Syria, were mainly written in the Indonesian language, which is comprehensible for many Malay speakers in Southeast Asia.time.com

No-confidence motion filed against PM Oli



KATHMANDU: Nepali Congress and CPN Maoist Centre filed a no-confidence motion against Prime Minister KP Sharma Oli at the Parliament on Wednesday.

The two parties have claimed in the motion that the incumbent Oli-led government had lost the support of majority of lawmakers as the CPN Maoist Centre withdrew its support from it on Tuesday.

The CPN United, which has three members in the Parliament, also supported the two parties.

CPN Maoist Centre Chairman Pushpa Kamal Dahal proposed the motion while NC President Sher Bahadur Deuba seconded it.

According to the Rastriya Samachar Samiti, 255 lawmakers of the NC, Maoist Centre and CPN-United have signed the no-confidence motion.

Dahal along with party’s chief whip Hit Raj Pandey and NC chief whip Chin Kaji Shrestha submitted the motion to General Secretary of the Parliament Manohar Prasad Bhattarai.

The no-confidence motion was filed against PM Oli after a meeting of the ruling parties held on Tuesday evening concluded that the Prime Minister would face the Parliament instead of resigning.

Massive Flood in Bhotekoshi River



MELAMCHI: Human settlements in Tatopani, Barhabise, Lamosanghu and Khadichaur of Sindhupalchok are at high risk of inundation due to a massive flood in the Bhotekoshi River.

Water flow in the river has significantly increased due to the incessant rainfall since Tuesday night.

Human settlements on the river bank were evacuated and so far no human casualty has been reported, said SP Rabindra KC of the District Police Office, Sindhupalchok.

The incessant rainfall has triggered deadliest flood in a decade in the river.

The flooded river has caused land erosion at Jambu along the Araniko Highway.

Police said that the Bandeu-Tatopani road section has been obstructed due to a landslide at Jure.

People of those areas have been warned to move to safer places, police said.

Continuous downpour and flood have also caused disturbance in the district’s communication system

His infectious laugh make him a class favorite with fellow pupils and teachers alike. Tiyo’s mum Mimi was unaware of her son’s condition through out the pregnancy. She was not even told straight away that her newborn child had no arms or legs after his birth. Mimi said, ‘The midwife said everything was normal. She said, he’s good, normal, healthy. I gave birth in the middle of the night and was told the next afternoon.’ Mimi was shocked when she first heard the news but she quickly adjusted to her son’s condition. And he acceptance is what has contributed to Tiyo’s outgoing personality. She added, ‘I was surprised. I thought he would be normal like my other children then I have the youngest in that condition. Now I feel fine, just normal about it and accepting.’ Mimi along with her husband Wawan says that looking after Tiyo is a full-time job. The four adult children of theirs live across Indonesia and therefore aren’t able to help with the daily care needs.Lack of Tiyo’s mobility means Wawan and Mimi still need to help him do everything from getting washed and dressed to feeding even though he is able to do many things by himself which include unwrapping sweet wrappers with his mouth.
